Administrative Guideline 7510A - USE OF DISTRICT PREMISES

A.

Requests for the use of school facilities by any individual and/or group, including employees of the District, must be scheduled through the principal and/or designee via written application at least fourteen (14) calendar days before the scheduled date(s).

 

B.

The following is the priority which building usage will be approved:

 

Category 1

London City School District Activities or Organizations

   
 

Category 2

School Affiliated Organizations: Board approved District Support Organizations or other groups specifically organized for the purpose of supporting the District.

   
 

Category 3

London and/or Madison County Civic groups, in-district nonprofit 501(c) organizations, or individuals/groups comprised of at least 75% district residents.

   
 

Category 4

Out-of-District nonprofit organizations, for profit groups, or individuals/groups comprised of less than 75% district residents.

 

C.

The District reserves the right to sufficient time for full investigation, notice, and arrangements of all requests for the use of school facilities and reserves first claim to the use of its own property. Cancellations may be issued by the Superintendent with or without due notice. All approvals are to be granted with this understanding.

D.

The Board of Education and/or the Superintendent of Schools or his/her designee reserves the right to deny use of any facility to a person, group or organization for just cause. Examples include but are not limited to conflict with planned or ongoing facility use, lack of personnel to prepare facilities, a known history of disruptive or undesirable conduct by a person and/or a particular group, and failure to pay charges or fees.

E.

Individuals or groups must provide and maintain throughout the term of their use of school premises a public risk insurance policy with a reputable insurer. The user must present the policy or certificate of insurance to the district prior to the use of school premises. Such policy shall be considered primary, and any insurance held by the Board that may provide protection or benefits to the Board shall be considered excess.

 

F.

Users shall indemnify and hold harmless the Board, its members, employers, volunteers and representatives, and all persons and bodies corporate acting for or on their behalf, against any claims, suits, demands, costs, expenses, and liability for damages to any person or property in or about the school premises from any cause whatsoever arising out of the use of school premises by user and its attendees/participants, and for any other sums in excess of those contained in any insurance policy procured by user relating to the use of school premises or for such amounts as may not be payable under any such insurance policy.

 

G.

Use of some special equipment owned by the Board can be arranged at the time the application is filed.

  

1.

An employee or student operator from the school system may be assigned to operate any audio-visual equipment.

  

2.

Appropriate per hour charges may be assessed for the rental and/or use of equipment and/or school personnel who operate equipment

 

H.

In no case will those who have been granted permits assign, transfer, sublet, or charge a fee to others for the use of school property. The loaning and/or transferring of District building/facility keys is also prohibited.

I.

The maximum length of any school rental agreement will be one year.

J.

Beyond the above provisions, the use of school facilities will be guided by R.C. 3313.75 et seq.

Ineligible Users

Groups or persons will not be granted permits when the request is for activities are in conflict or competition with District programs or not authorized by Board policy.

Regulations for Use of District Facilities

  1. Facilities and space are available for reservation between the hours of 8:00 AM and 10:30PM. Exceptions will be handled on an individual basis.

  2. A district employee or the school principal's designee MUST be in the school facility/building when the school facility/building is being used. Other school personnel may be required when renting some spaces. The cost of personnel will be charged to the renter.

    1. A custodian shall be on duty whenever a facility is being used. The custodian will render custodial assistance in handling furniture and equipment and will be responsible for seeing that the facility is left in good order after the activity is over. The custodians' time, including set up and clean-up time may be charged according to the district fee schedule.

    2. Food service personnel may be required when kitchen facilities are requested. If required, additional costs may be charged to the renter.

    3. A theater manager may be required when renting a High School Auditorium. The theater manager will assist with lighting, sound, and technical equipment.

    4. A site manager may be required for the rental of a high school stadium.

    5. No school equipment may be used without the assistance of school personnel.

  3. Users of facilities must comply with District Policies, state and local fire and safety regulations.

    1. Decorations must be fireproof and shall be erected and taken down in a manner not destructive to District property. Decorations are subject to the approval of the building administrator. The use of open flames, such as candles and incense is not permitted.

    2. Corridors, exits, and stairways must be free of obstructions at all times.

    3. Exits are to be lighted when facilities are in use.

    4. Members of audience or spectators must never stand or sit so they block exits.

    5. Occupancy limits must be observed at all times.

  4. Flyers, booklets, or other printed or audio-visual materials may not be distributed unless they relate directly to the activity for which the school facility is being used and has been prior approved with the application.

  5. Alcoholic beverages, unauthorized, tobacco products (including smokeless tobacco and electronic cigarettes), profanity, and gambling are prohibited on school property.

  6. Buildings will normally be open fifteen (15) minutes prior to the activity and for fifteen (15) minutes after its scheduled end unless other arrangements are requested on the application and approved.

  7. The District will not be responsible for any loss of valuable or personal property.

  8. Non-marking gym shoes must be worn when using any gymnasium floor.

Payment of Fees

The fee(s) charged for the use of the District buildings/facilities will be billed to the person and/or group who signed the District's "Use of Facilities Request Form" by the District's Treasurer after the building/facilities have been used by the group.

Renters agree to make final payment to the Office of the Treasurer one week after receipt of an invoice for rentals. Long-term renters may arrange monthly payment schedules. All checks are to be made payable to the LONDON CITY SCHOOLS BOARD OF EDUCATION.

Cancellation on part of the renter must be made no later than 48 hours prior to the event. The renter's deposit will not be returned if any cancellations are made later than 48 hours prior to the event.


Non-Discriminatory Community Use of School Facilities

It is the intention of the Board of Education that the facilities of the London City Schools be available for community functions as freely and fully as possible without interference with their basic function. It is, however, the responsibility of the Board of Education to assure that those facilities are not used for illegal purposes or in any manner inconsistent with the general principles of non-discrimination or first come-first served priorities.

All citizens of the London City School District have equal entitlement to use all facilities without qualification or reservation. If the using group will charge any fee related to the usage of school facilities, the fee may not discriminate among residents of the District based upon their place of residency.

  1. Nothing in this document shall be construed as altering the traditional requirement for segregation of the sexes in use of sanitary or dressing facilities.

  2. Classroom segregation based on levels of knowledge or skill are expected provided that all levels are available to all applicants on an equal basis.


Approval of exceptions to policies stated is reserved solely to the Board of Education or its designee.
